    Who we are

    The African Commission on Nuclear Energy (AFCONE) is a regional African organization affiliated with the African Union Commission, which, under the Treaty on the African Nuclear-Weapon-Free Zone (Pelindaba Treaty), is solely mandated to serve as the Secretariat of the Treaty and to promote industrial and socio-economic development in Africa through the coordination and promotion of the peaceful, safe, and secure applications of nuclear science and technology, as well as through regional and interregional cooperation for this purpose.

    AFCONE promotes peace and security in Africa and around the world by overseeing the full and effective implementation of the provisions of the Pelindaba Treaty relating to nuclear non-proliferation and disarmament.

    AFCONE’s headquarters are located in Pretoria, South Africa, and it is headed by an executive secretary. AFCONE is funded by mandatory contributions from States Parties, as well as extrabudgetary funds.

    The States Parties to the Pelindaba Treaty are represented in AFCONE by twelve member states, elected by the Conference of States Parties with due regard to equitable regional representation and national development in the field of nuclear science and technology. AFCONE member states are elected for a term of three (3) years and are represented by commissioners with recognized experience and expertise in the areas covered by the Treaty.

    The commissioners meet at least once a year in ordinary session to deliberate on all matters relating to the implementation of the AFCONE work program.

    This work program is based on four fundamental pillars:

    A) Monitoring compliance by States Parties with their obligations under the Treaty;

    B) Promoting nuclear and radiological safety and security;

    C) Advancing the peaceful applications of nuclear science and technology; and

    D) Strengthening partnerships and technical cooperation.

    The Conference of States Parties (CSP) is the supreme policy and decision-making body for the implementation of the Pelindaba Treaty. The CSP meets at least once every two years, in accordance with Article 14 of the Treaty, to review implementation, adopt decisions necessary for the proper functioning of AFCONE, and approve its budget and work program.
