AFCONE was honoured to co-host a landmark high-level inter-regional dialogue meeting today alongside OPANAL on the margins of the IAEA General Conference, in Viena, Austria.
The session on “Inter-regional Exchange of Experiences Between the Treaty of Tlatelolco and the Treaty of Pelindaba”, highlighted the shared journey, vital lessons, and enduring commitment of Africa and Latin America & the Caribbean.
AFCONE and OPANAL joining forces opens a new chapter of reinforcing regional security architectures, promoting peaceful uses of nuclear science, and advancing global disarmament norms from the Global South.

The session served as a bridge between the Latin American and Caribbean zone and the African zone. Leaders emphasized that both regions share a joint vision: a global framework defined by rigorous non-proliferation coupled with active developmental utilization of nuclear science.
Addressing delegates during the opening remarks, AFCONE Chairperson H.E. Gaspard LIYOKO MBOYO emphasized the profound significance of the inter-regional exchange.
“This session opens a new chapter in how nuclear-weapon-free zones collaborate, learn, and grow together,” stated Mr. Mboyo. “Nuclear security is not just about restriction; it is about opportunity, strategic advantages for development, and utilizing atomic science to confront pressing continental and global challenges.
