Roles & Functions
The AFCONE roles and functions are listed as follow:
- Represent the State Parties and defend their interests, according to the Pelindaba Treaty provisions,
- Initiate Proposals for the Conference of State Parties,
- Implement the Decisions of the Conference of State Parties,
- Organise the Meetings of the Conference of the State Parties,
- Establish on the Basis of the Approved CSP Resolutions and Programmes, the necessary organization including specific administrative and financial policies,
- Coordinate and monitor the implementation of the CSP resolutions and report to the CSP and the AU Peace and Security Counsel as deemed necessary,
- Assist the State Parties, in implementing (in close cooperation with other continental and international organizations) the CSP resolutions, programmes and policies,
- Work out draft common positions and coordinating the actions of the State Parties in International Negotiations,
- Prepare the AFCONE’s Programme and Budget Resources for approval by the CSP,
- Manage the AFCONE’s Premises and Liabilities, according the Host Agreement AUC-SA and the adopted specific regulations and procedures,
- Manage the Commission’s Budgetary and Financial resources, including the collection of the approved revenue from various sources, accepting donations and grants that are compatible with the provisions of the Pelindaba Treaty,
- Prepare Strategic Plans and Studies for the consideration of the Conference of State Parties (CSPs),
- Take action in the domains of responsibility as may be delegated by the Conference of State Parties. The domains shall include the following:
- Nuclear Disarmament
- Nuclear Non-Proliferation
- Nuclear Safety, Security and Safeguards,
- Management of Radioactive Wastes,
- Nuclear Legislation and Regulations,
- Peaceful Nuclear Applications in Energy, Health, Industry, Agriculture, Water Resources, Environment, R&D
- Monitoring of the Nuclear Contamination of the Environment,
- Capacity Building in Nuclear Science & Technology, including Education & Training,
- Mobilise Resources and Devise Appropriate Strategies for Self Financing,
- Promote Integration and Socio-Economic Development through Peaceful Nuclear Applications
- Strengthen Cooperation and Coordination in the AFCONE FoAs, among State Parties, developing the Technical Cooperation among Developing Countries (TCDC) modality for the benefit of the Less Developed Countries (LDCs),
- Ensure the Promotion of Peace, Safety and Security, within the Nuclear Affairs Forums,
- Elaborate, promote, coordinate and harmonize the AFCONE Programs with those of the Regional Economies Communities,
- Prepare and submit an annual report to the Conference State Parties (and the AU Peace and Security Counsel),
- Prepare Staff Rules and Regulations for Approval by the Conference of State Parties
- Follow up and ensure the application of the Rules of Procedures and Statutes of the CSP and AFCONE
- Build Capacity for Nuclear Science and Technology Research & Development for Enhancing Socio Economic Development in the State Parties,
- Promote continuously the Pelindaba Treaty Provisions, Spirit & Letter and its Objectives,
- Collect and Disseminate Information on the Pelindaba Treaty provisions, AFCONE Fields of Activities and Set Up and maintain a Data Base,
- Ensure the Mainstreaming of Gender in all the AFCONE Programs and Activities,
- Develop capacity, infrastructure and maintenance of information and communication technology (ICT) for the benefits of E-Management (including E-Learning) of AFCONE Programs and Activities,
- Establish and Maintain a Data Base/Roster of African Experts in the different AFCONE FoAs and set up, Specialised Teams,
- Strengthen and/or Establish African Regional Centres of Excellence, in the Different FoAs, in order to implement the TCDC Modality, Promote the Regional Expertise and Optimise the Financial Resources,
- Strive, in close cooperation with the UN Office of Disarmament Affairs (UN-ODA) and Other Regional and International Organisations (including NGOs), for the Establishment of a Nuclear Weapon Free Zone in the Middle East,
- Promote the development in Africa of Nuclear Services, including the Production of Radioisotopes for the Health Services and Industry Applications,
