VACANCY ANNOUNCEMENT: TRAINING AND COMMUNICATIONS OFFICER (P3 STEP 5)

The African Commission on Nuclear Energy (AFCONE) is an autonomous organization established by the African Nuclear-Weapon-Free Zone Treaty (Treaty of Pelindaba). AFCONE is established for the purposes of ensuring States Parties’ compliance with their obligations pursuant to the Treaty and promoting regional and international cooperation in the civil applications of nuclear science and technology.

The AFCONE Secretariat headed by the Executive Secretary is responsible for carrying out the day-to-day work of implementing the programme of work of AFCONE as approved by the AFCONE Commission and adopted by the Conference of States Parties to the Treaty of Pelindaba. The Secretariat also provides technical and administrative support to the AFCONE Commission and the Conference of States Parties.

2. Duties and responsibilities

Under the supervision of the Executive Secretary of AFCONE, the Training and Communications Officer shall perform the following duties:

1. Training:

  • Act as a focal point for training or training related activities carried out by AFCONE, or in cooperation with AFCONE partners or provided by AFCONE partners or Pelindaba Treaty State Parties;
  • Manage pedagogical resources in AFCONE, and work closely with other AFCONE staff and partners to ensure consistency and high-quality in training materials and delivery, and to share best practices;.
  • Promote and implement the 5 steps of the Systematic Approach to Training for courses supporting AFCONE staff and Pelindaba Treaty State Parties: training needs analysis, design of training courses, development of training materials, implementation of training and evaluation of training effectiveness;
  • Organize Training for AFCONE staff and State Parties in collaboration with AFCONE managers;
  • Negotiate and liaise with AFCONE partners to harmonize and coordinate training and capacity building activities for Pelindaba Treaty Parties to prevent duplication of effort, and to ensure a consistent and optimized delivery of training related to AFCONE’s mandate;
  • Contribute to the drafting and editing of instructional manuals, and other relevant training documentation;
  • Maintain contacts and coordinate activities with AFCONE’s safeguards Regional Collaborating Centres on training and capacity building activities;
  • Establish contacts and partnerships with research centres and universities in order to facilitate the exchange of information, students and researchers to support scientific research in Africa and to help set up regional research projects;
  • Administer regular, detailed needs assessments to identify capacity deficits, and to monitor the effectiveness of capacity building/training activities provided by AFCONE and/or its partners to Pelindaba Treaty State Parties.
  • Screen candidates for training/capacity building activities, in collaboration with AFCONE managers and partners;
  • Produce and publish resources (videos, articles, podcasts, etc.) to promote education in the fields of non-proliferation, disarmament and peaceful uses of nuclear energy;
  • Review and/or provide inputs to briefing notes, background papers, talking points, speeches and correspondence for the Executive Secretary;

2. Communications :

  • Manage Communications and Media relations with external parties on behalf of the AFCONE;
  • Plan, oversee, and coordinate press briefings during meetings attended by AFCONE delegations;
  • Arrange local and international press coverage of AFCONE events and meetings;
  • Update AFCONE media platforms including the official website and social media pages with the latest information of AFCONE’s activities in real time;
  • Arrange written and visual interviews for the AFCONE management to enhance the media visibility of AFCONE;
  • In coordination with the Executive Secretary, oversee and produce promotional material (brochures, banners, information cards) for the AFCONE;
  • Procure branding material for the AFCONE in order to create visibility for the AFCONE;
  • Design and procure AFCONE branded souvenirs (plaques) to be handed out to special guests and dignitaries visiting the AFCONE or during AFCONEs participation in external events;
  • Arrange the branding of the AFCONE premises in line with the Host Country Agreement with the Republic of South Africa;
  • Manage the overall media image of the AFCONE on all platforms ensuring that the latest most accurate information is available on official forums;
  • Management of the AFCONE website ensuring that the latest most accurate information is available and ensuring that obsolete information is removed;
  • Perform any other related duties as may be assigned or requested by the Executive Secretary.

3. Required Qualifications and Experience

Educational Qualifications:

  • Bachelor’s degree in a scientific or technical field related to nuclear energy. An advanced degree (Master’s degree or equivalent) would be an added advantage.  

Work experience

  • At least six years of experience in the management of education projects or in designing training courses.
  • Experience in preparing reports and delivering presentations.
  • Knowledge of performance tracking indices.
  • Ability to conduct thorough needs assessment to gauge training needs.
  • Strong in-person research, presentation, and reporting skills.
  • Excellent verbal and written communication in English and French.

4. Desirable experience and competences:

  • Experience related to nuclear sciences and/or technology.
  • Excellent communication, negotiation, and drafting skills;
  • Proven planning, organizational and coordination skills with regard to training.
  • Experience working in a multi-national environment and with donors and partners
  • Good computer skills (MS Office applications; including Word, PowerPoint, Excel, SharePoint, Outlook and Project).

5. Language requirements:

  • Proficiency in written and spoken English is a requirement; knowledge of one or more of the other AU working languages – Arabic, French, Portuguese, or Spanish – would be an added advantage.

6. Eligibility

  • Only citizens of State Parties to the Treaty of Pelindaba are eligible to apply for this vacancy. 7. Tenure of appointment

  • The appointment shall be for an initial period of two (2) year, the first three (3) months of which shall be a probationary period. It shall be renewable, subject to satisfactory performance and availability of funds.

9. Remuneration

  • The salary attached to this position is an annual lump sum of US$ 100,972.49 (P3 Step5), inclusive of all allowances for internationally recruited staff, and US$ 83,397.18 inclusive of all allowances for locally recruited staff, based on the African Union’s salary scales and rules.
